After a series of delays for floodlight failures the Reds were undone by an early goal at Gigg Lane.
Mattis fired in his first of the season after a goal-mouth scramble, Andy Bishop's shot ricocheting back to him, and the midfielder finding the net via the inside of a post.
Mark Jones was unlucky with a shot after a 40-yard run in first half injury time and Steve Evans saw a later header go just inches over the Bury crossbar.
Wrexham's Mike Ingham made fine saves from Bishop, Glynn Hurst and Richie Baker, while Bishop and visitor Maheta Molango had offside goals ruled out.
To add to Wrexham's woes, Ryan Valentine and Jon Newby went off injured, the latter ruled out of Saturday's FA Cup visit of Stevenage.
A draw would have been a fair result - but it's goals that win matches!
